Inspector Justin Bringer is a commission-exclusive NPC who appears throughout multiple Season 1 Chapters.
Profile[]
Bringer was a senior officer within New Eridu Public Security and a member of The Exaltists. Though he was once called the "Hollow Hero" due to his supposed heroic actions during the fall of Eridu, Bringer later became known for his corrupt and publicity-seeking behavior. He campaigned to become PubSec's Commander of Janus Quarter in New Eridu's municipal elections, while secretly conspiring with Sarah to advance the interests of The Exaltists.
History[]
As a child Bringer was part of a survivor group that wandered the wastes outside New Eridu, dodging Hollows, hoping to reach civilization. However, the night before they reached the city, the leader of their group became corrupted, and was abandoned by the very people he had been protecting.[1] Prior to the events of the game, Bringer joined New Eridu Public Security as an officer. He quickly became known as the "Hollow Hero" for the mission when he braved Hollows and rescued many civilians, including a young Zhu Yuan, even forgoing his anti-corruption equipment to save her.[2] However, while he was succumbing to Ether corruption during that mission, he was saved through an Exaltist miracle that cured all his wounds and cleared his corruption: he thus converted and joined the ranks of the Exaltists, serving their schemes from inside Public Security.[3] However, his shift towards politics and disinterest towards civilian lives didn't go unnoticed by his constituents as he climbed the ranks of New Eridu Public Security.
Prologue & Chapter 1[]
Bringer first made a cameo appearance during the pursuit of Miguel Silver, where he gave a fumbling televised interview about the situation.[4] He later helped apprehend mercenaries hired by Sarah and the Vision Corporation to cover up their attempted murder of the Canvas Street residents.[5] Bringer was actually Sarah's accomplice this case, with their actions being intended to retrieve a type of mutant Etheric matter called the Sacrifice from inside the Dead End Hollow.
Chapter 2 Interlude[]
Bringer later appeared after the destruction of the Unknown Corruption Complex, taking charge of the scene while Officers Zhu Yuan and Qingyi were inspecting it.[6] Though he tried to dissuade further investigation into the monster — realizing that it was a Sacrifice — its forensic evidence was already being transferred to HAND, threatening to put it out of Bringer's reach.
After the investigation, Bringer reassigned Zhu Yuan and Qingyi to Sixth Street, where they were to recruit local residents to participate in a safety awareness event. Most residents were reluctant to participate due to Bringer's poor reputation, as they believed the event was only a publicity stunt for his election campaign.[7] However, many of them changed their minds after Zhu Yuan and Qingyi helped the community by catching Carlo Maroon, a criminal who had been causing damage and confusion with an illegal EMP emitter.[8]
Bringer's event coincided with a hijacking of the evidence convoy carrying the Corruption Complex's etheric matter by the same group Maroon belonged to.[9] Bringer had actually organized the event to draw officers away from the convoy, allowing him to hijack it and retrieve the evidence before it reached HAND. However, Zhu Yuan and Qingyi, realizing a correlation between the Sixth Street EMP case and the convoy's route, quickly left the event to stop the evidence from being stolen. The top-secret nature of the convoy's route made them realize that a mole within Public Security must have been informing the thieves, though they did not yet suspect Bringer. With Phaethon's help, the pair were successful in defeating the convoy's attackers and reclaiming the evidence.[10]
Chapter 3[]
While in prison, Vision Corporation's CEO Charles Perlman attempted to blackmail Bringer and Sarah, threatening to expose their identities unless they helped him escape.[11] Though the two pretended to assist Perlman, they instead conspired to assassinate him during his zeppelin transport to the New Eridu Supreme Court. They did so by hiring mercenaries to remotely hijack the zeppelin, intending to fly it into the Ballet Twins Hollow and kill all its occupants.[12] The attack was stopped by Phaethon and Victoria Housekeeping, who had discovered the plan by chance. After being rescued, Perlman managed to escape custody by stealing the zeppelin and flying it to the Outer Ring.[13]
Chapter 5[]
Though frustrated by his failures, Bringer resolved to focus on his election campaign, in which he hoped to become PubSec's new Commander in Janus Quarter. Before his Election Day speech, he was approached by Sarah, who revealed that the Void Hunter Hoshimi Miyabi's cursed katana, Tailless, contained energy that could empower the Sacrifice.[14] The two staged an attack on the Outer Ring town of Blazewood, hoping to both neutralize Perlman before he could release any evidence about Bringer's associations; and to kidnap Miyabi, who had just arrived in Blazewood along with the rest of HAND's Hollow Special Operations Section 6 to hear Perlman's confession.[15] Though they were initially only successful in capturing Perlman, Bringer was able to exchange him for Miyabi during a confrontation, where she allowed herself to be taken into custody to protect Perlman and the rest of Section 6.[16] A rescued Perlman turned over all evidence of Bringer's misdeeds to HAND.
With Miyabi in custody, Sarah stole the energy from Miyabi's katana; she then forced Tailless' enraged demon into Miyabi's body. Sarah unleashed a possessed Miyabi on an unwitting crowd of civilians at Bringer's election speech, hoping for a massacre that would discredit HAND.[17] However, Miyabi managed to overcome the demon and prevent a tragedy.[18]
With his plans foiled and his identity revealed, Bringer fled to Port Elpis, where he had stashed a large amount of Etheric matter.[19] Upon being confronted by Phaethon and their allies, Bringer injected himself with a vial of Elixir P07, a refined Etheric substance that transformed him into a Sacrifice. During the ensuing fight against Section 6, Sarah shot Bringer with a second vial, completing his "refinement" and imbuing him with incredible Etheric powers.[20] His final form, however, was not strong enough to defend himself from Miyabi's final slash, and his body was destroyed.
After the fight, Bringer briefly survived inside a piece of the Sacrifice. As he crawled through Port Elpis' docks, he was confronted by Belle and Wise, who demanded to know about Carole Arna's fate after her abduction by the Creator during the Fall of the Old Capital.[21] Bringer lured them closer and self-destructed, trying to kill the siblings, but they were unscathed thanks to their implants allowing them to (subconsciously) manipulate Ether.[22] In his dying moments, Bringer mocked the siblings for their futile attempts to defy the Exaltists' schemes.
